ITEM No. 1 - APPROVAL OF NOTES

The meeting minutes from February 20th, 2024, were unanimously approved.

ITEM No. 2 - RECOMMENDATION - Facilities Yard Improvements

Project Summary/Context

The Facilities Yard Improvements project will streamline and improve efficiency of University Facilities Management operations. The project will consolidate multiple departments into a single building, increase efficiency of workflows, and create space for future building sites.

Project Scope

The project will serve University Facilities Management including carpentry, custodial, electrical, engineering, fire alarm, grounds, HVAC, labor, locksmiths, plumbing, refrigeration, and work control functions. The project will feature:

  • New workshop and office building
  • New equipment garage
  • Renovated workshop and office building for environmental services
  • New, efficient, consolidated grounds operations layout
  • Improved access points and improved security of yard area

Site Principles & Design

The project will consolidate University Facilities Management functions south and east within the current facilities yard and into the former Faculty Court area. Site principles informing site selection include:

  • Simple, functional, and efficient design
  • Prioritize safe and efficient circulation patterns
  • Improve cohesion and efficiency among staff workgroups
  • Create space for future campus needs
  • Balance visibility of operations with access to campus

Facility Principles & Design

The facilities in the project are simple, pre-engineered metal buildings consistent with the industrial and cost-effective nature of the space and operations. Facility design principles include:

  • Function
  • Simplicity
  • Maintainability
  • Efficiency
  • Cost effectiveness

Other Design Considerations

  • Accessibility/ADA
    • Facility will be built to all current standards for accessibility
  • Parking
    • The facility has displaced MSU on-street parking in the Faculty Court area that is being absorbed through other parking projects
  • Traffic
    • The project is not anticipated to increase traffic in the area
    • The project maintains existing access patterns on 7th and 5th Ave.
  • Safety
    • The project improves site security
    • The project reduces crossings of Kagy to the former grounds nursery location

Project Delivery

Utility work to support the project is currently underway, along with initial renovation work inside the former Records Building. Bids are anticipated for the full project mid-Summer.

 

The committee asked for more information on the future building site to be created by this project. EJ Hook and Grey Williams provided more information on the project and building site that will be created from this project.

There was discussion about the added meeting space in the new building along with the historical name of the facilities yard.

EJ Hook provided more context and information on the project, the yard itself, and the actual new construction that will happen.

There was a discussion about parking on site. Clarification was provided on parking that is lost from this project, gained from other projects, and future parking requirements.

There was discussion about entrances and access. EJ Hook provided the entrance and exits to the yard to the committee and if or how they will be changing.

There was discussion about the fencing around the facilities yard. There was discussion as well about current access around the site and how that will change with the project. EJ Hook answered and gave context to the proposed work and how access and transportation will change or be altered.

Tom Rogers asked further about access/connectivity and how it will be affected by the project. EJ hook stated this project will not alter the current access. Tom Rogers stated that while access is unaltered this project could have been an opportunity to improve east-west connections in Bozeman and specifically in this area.

Tom Rogers asked about emergency vehicle access to the site. EJ Hook provided entrances and exits and clarified there will be easy access for emergency services.

Discussion shifted towards the coming campus shuttle along with access and connectivity still being discussed.

The fence around the yard was discussed by the group at length, along with the extent of the project area and the future location of the fence around the yard.

Stormwater was discussed and if the new structure would have solar capabilities. EJ Hook provided context for stormwater on site and how it will be managed and answered that solar was not included in the scope of the project.

 

The Vote: Duane Morris motions to recommend, Tom Rogers seconds. The motion carries.
